Dharma, artha, Kama and Moksha are referred to as Purusharthas. Though some people don't believe in God or in the scriptures, they make effort and earn money or if they have any desire, they catch hold of relevant people who aid in getting it fulfilled. Therefore though such people don't practice dharma or secure moksha, they attain both artha and kama. Acharya said: Leave alone dharma and Moksha, the lazy people are ineligible for artha and kama also. Such people lose both materialistically as well as spiritually.
